A charge remains an allegation unless the court record shows its disposition. A bond release does not mean the charge ended, and a jail transfer does not mean all custody ended. Treat each row as a custody event linked to other records, not as a complete account of the case.
If several people share a name, compare booking numbers and related case identifiers before drawing a conclusion. Date of birth may help when lawfully available, but the request should not seek more personal data than is needed to distinguish the record. Asking for the nonexempt electronic table preserves the release-list purpose while allowing the County to apply required redactions.

Richland Release Roster Retention
Richland's current-facing JMS portal does not publish a former-detainee retention period. That absence should not be filled with a guess. South Carolina FOIA Section 30-4-30(D)(3) separately requires in-person access, during agency hours and subject to exemptions, to identifying documents for people confined in a jail, detention center, or prison during the preceding three months.
