Richland 24-Hour Release Reality
Richland County has no verified official web page that lists everyone released from Alvin S. Glenn Detention Center during a rolling 24-hour period. The official JMS Public Access search is name-first and current-facing. It accepts a last name, first name, and CAPTCHA. It does not advertise a recent-release tab, chronological view, release-window selector, archive, photo list, or service level for updates.
This distinction matters. Alvin S. Glenn is operated by Richland County Government, not by the sheriff's department. A person may leave its roster after bond, sentence completion, dismissal, another court order, or transfer to SCDC, another county, federal custody, or another authorized custodian. Roster absence alone does not identify which event occurred. The actual Richland County release record, a matching SC VINE event, and the relevant court entry provide stronger proof.
The absence of a Richland County feed also changes what “today” means. A search made before midnight and one made after midnight cover different calendar dates, even if only a few minutes pass. Record the time of each JMS and VINE check. When requesting a same-day list, use local start and end timestamps so Richland County staff can identify the fixed period without guessing when the inquiry began.

South Carolina FOIA allows redaction or withholding when an exemption applies. Ask for each segregable nonexempt part and request electronic delivery. Richland County may charge its lowest-paid qualified employee's prorated rate for search, retrieval, review, and redaction, and lists an off-site retrieval charge when that service is needed. An estimate can keep a broad release request from growing beyond the intended one-day scope.
Requesting the release authority is especially useful. “Bond” means a court allowed the person to leave pretrial detention under stated terms. Publicly documented fields include SCDC ID, name, sex, race, age, release date, release type, and county. The form's “County” label should not be recast as an address or current residence.

Getting Home After Richland Release
SCDC policy provides an in-state bus ticket to the home or family of record when no other transportation has been arranged. That policy has special local relevance because Manning Reentry/Work Release Center is in Columbia and serves as SCDC's centralized male pre-release center. It is a state-prison transportation rule, not a county-jail service.
No sourced ride program or designated family waiting area was found for Alvin S. Glenn. Section 30-4-30(D)(3) makes documents that identify people confined in a jail, detention center, or prison during the preceding three months available for in-person inspection during office hours, unless an exemption applies. The rule does not force Richland County to keep old release profiles online.
That difference is the key roster quirk. Web retention and legal access are not the same. For an exact 24-hour list, state the date, local start time, local end time, desired electronic format, and requested fields.
